The first phase of Innovative Urban Village has opened on the Christian Cultural Center campus in East New York, delivering 385 permanently affordable homes. Gov. Kathy Hochul, Mayor Zohran Mamdani and project partners marked the opening last week.
The opening marks the first completed stage of a larger redevelopment planned for the 10.5-acre campus. When complete, Innovative Urban Village is expected to include nearly 2,000 permanently affordable homes across 10 buildings, along with child care, community programming, workforce development, neighborhood retail, a performing-arts center and publicly accessible open space.
The project sits near Flatlands and Pennsylvania avenues. Recent construction activity shows the scale of the redevelopment, with new residential buildings rising across the site.
Why the unit count differs
State officials describe Phase 1A as 385 permanently affordable homes. The project’s own website lists 386 affordable apartments because that total includes one superintendent’s unit.
The apartments are intended for households earning between 30 percent and 80 percent of Area Median Income. Ninety-four homes are reserved for households eligible for supportive services, including people who have experienced homelessness and survivors of domestic violence.
What “on-site services” means
The 94 supportive-housing apartments are connected to services delivered in the building for eligible residents. The state lists case management, legal services, nutritional support and social services among those supports.
Those services are not a general amenity automatically available to every tenant. They are part of the supportive-housing component for residents who qualify for it.
What is coming next
The next building, Phase 1B, has reached its topping-out milestone. It is planned to add 453 affordable homes, along with space intended for child care, community retail and a playground.
The developer’s website projects a July 2027 completion date for Phase 1B. State officials say the first two phases together will bring more than 830 affordable homes to East New York.
What is not open yet
The full Innovative Urban Village plan remains under construction. While Phase 1A includes commercial space intended for fresh and prepared food, health care, pharmacy and dining options, the available public materials do not establish which retail tenants have opened.
The child-care facility, later retail space, additional housing, public open space and performing-arts center are part of the broader plan, but they will be delivered over future phases.
